一 |     New Delhi, Oct 10 (UNI) After a prolonged illness, Samajwadi Party founder and former Uttar Pradesh Chief Minister Mulayam Singh Yadav passed away on Monday at the age of 82. President Droupadi Murmu calls him "Dharti Putra" as Prime Minister Narendra Modi and other leaders across party lines remember him.

President Murmu tweeted: "The death of Shri Mulayam Singh Yadav is an irreparable loss to the country.

"The achievements of Mulayam Singh Yadav ji, who came from an ordinary environment, were extraordinary.

"'Dharti Putra' Mulayam ji was a veteran leader associated with the land. He was respected by people of all parties. My deepest condolences to his family members and supporters!"

Considered close to the late SP chief, Modi tweeted: "Shri Mulayam Singh Yadav Ji was a remarkable personality. He was widely admired as a humble and grounded leader who was sensitive to people’s problems. He served people diligently and devoted his life towards popularising the ideals of Loknayak JP and Dr. Lohia", along with some file photos of the two leaders.

"Mulayam Singh Yadav Ji distinguished himself in UP and national politics. He was a key soldier for democracy during the Emergency. As Defence Minister, he worked for a stronger India. His Parliamentary interventions were insightful and emphasised on furthering national interest.

"I had many interactions with Mulayam Singh Yadav Ji when we served as Chief Ministers of our respective states. The close association continued and I always looked forward to hearing his views. His demise pains me. Condolences to his family and lakhs of supporters. Om Shanti," Modi said.

Announcing three days state mourning on his predecssor's death, Chief Minister Yogi Adityanath tweeted: "The demise of former Chief Minister of Uttar Pradesh Shri Mulayam Singh Yadav ji is extremely sad.

"His death marked the end of a major pillar of socialism and a struggling era." Adityanath spoke to Mulayam Singh's son Akhilesh Yadav on the phone and also said: "His last rites will be performed with full state honours."

Union Home Minister Amit Shah expressed his condolences to Singh's family and supporters. "In this hour of grief. May God give place to the departed soul at his feet", he tweeted.

"Mulayam Singh Yadav ji remained active in politics for decades with his unique political skills. During the Emergency, he raised his voice for the restoration of democracy. He will always be remembered as a grassroots mass leader. His death marks the end of an era in Indian politics," Shah said.

DMK chief and Tamil Nadu CM MK Stalin tweeted: Saddened by the demise of former CM of UP and senior leader of @samajwadiparty Thiru. Mulayam Singh.

"One of the tallest figures in Indian Politics who stood for reservation for the OBC, Thiru Mulayam Singh was deeply committed to secular ideals. His death is an irreparable loss."

CPM General Secretary Sitaram Yechury tweeted: "The champion of the interests of the marginalised and backward: Shri Mulayam Singh Yadav ji steadfastly fought against religious bigotry at a crucial time for India, upholding the unity and integrity of India. Deepest condolences."

BSP chief and Mulayam's long-time rival in the state, Mayawati, tweeted: "Very sad news of the passing away of veteran Samajwadi Party leader and former Chief Minister of UP Shri Mulayam Singh Yadav ji today. My deepest condolences to his family and all well wishers. May nature give them all the strength to bear this sorrow."

Congress leaders Jairam Ramesh, Shashi Tharoor also tweeted.

Ramesh: "Mulayam Singh Yadav was a stalwart Lohiaite but had admirers across political spectrum. His tenures as CM of UP were very consequential. He played a key national role on 2 occasions: Deve Gowda & Gujral govts as Defence Min,& in 2002 when he proposed APJ Abdul Kalam for President."

Tharoor: "Profound condolences to @yadavakhilesh on the passing of his eminent father Mulayam Singh Yadav ji. I had met the former DefenceMinister at the @UN & subsequently exchanged thoughts with him at the LokSabha. A political giant has passed. A great loss to all Indians. OM Shanti."

Tharoor also said:"As a mark of respect for the late Mulayam Singh Yadav ji I am cancelling my Lucknow programme today."

NCP MP Supriya Sule tweeted: "Deeply saddened to hear about the demise of Former Union Defence Minister and Chief Minister of Uttar Pradesh Mulayam Singh Yadav Ji. Netaji was one of the tallest socialist leader our country has seen."

Shiv Sena MP Priyanka Chaturvedi tweeted: "My heartfelt condolences to Shri Akhilesh Yadav, the Yadav family family, all members of Samajwadi Party & its supporters on the passing of stalwart leader & Fmr CM of UP, Shri Mulayam Singh Yadav ji. He leaves behind a huge legacy of work&service. He will be hugely missed."

Shiromani Akali Dal chief Sukhbir Singh Badal tweeted: "The nation has lost a doyen in the passing away of Shri Mulayam Singh Yadav ji. A socialist icon, he will be known for empowering the under-privileged. My heartfelt condolences to @yadavakhilesh & the entire Samajwadi family."

Top businessman Gautam Adani tweeted: "Saddened that Shri Mulayam Singh Yadav is no more. His contributions in laying the foundations for a stronger India and expansive UP will be long remembered. A rare titan, MSY will be missed. My deepest condolences to Shri Akhilesh Yadav and family."

Mulayam Singh died at the Medanta Hospital in Gurugram following multiple organ failure, according to reports.

He was one of the most prominent leaders of Uttar Pradesh and had served as the chief minister of the state thrice besides serving in the Union government as the defence minister. He was elected 10 times as MLA and 7 times as Lok Sabha MP.

UNI ING。    “算力的尽头是电力。”                    前两年讨论 AI，话题基本都围着模型转：参数规模、多模态、上下文窗口。但真正的瓶颈，早就不在模型这一侧了。按数据中心运营成本口径测算，电力成本已经占到 60% 以上。一度电，究竟能换来多少 Token？这个问题正在变成 AI 产业最要紧的一笔账。

二 |                    7 月 19 日，2026 世界人工智能大会（WAIC）期间，“新一代人工智能基础设施·先进计算网络与算电协同论坛”在上海世博中心举办。本次论坛由鹏城国家实验室主办，长三角国家技术创新中心智能计算研究所、合肥中科类脑智能技术有限公司（简称“中科类脑”）联合承办，汇聚了两院院士、国家级算力平台、电网央企、国产大模型企业等政产学研各界代表。                   这场论坛最值得关注的动作，是推出了“Z 级算力 + P 级光网络 + GW 级电力”三位一体的新型人工智能基础设施架构。过去谈 AI 基础设施，算力、网络、电力往往是三条各说各话的线，这一次，它们被放进了同一个框架里。

三 |                    中国工程院院士、论坛主席高文                    中国工程院院士、论坛主席高文以《先进计算网络及 ZPG 计划愿景》为题，率先系统阐释了面向未来十年 AI 发展的战略构想。他提出，我国应加快构建 Z 级（十万亿亿次）算力、P 级带宽光网络、GW 级电力保障的“ZPG”协同体系。这套构想的价值在于，它把一个此前相对模糊的方向，变成了有量化目标和清晰技术路线图的中长期路径。                   中国工程院院士郭剑波          随后，中国工程院院士郭剑波以《算—电—能源协同发展路径探究》为题，从能源侧给出了一组更具体的判断。他指出，预计到 2030 年，中国算力年用电量将达到 8000 亿千瓦时，约占全社会用电量的 6%，算力发展的瓶颈，正在从芯片性能向电力供应延伸。

四 |          他强调，算力中心既是新型电力系统的重要负荷侧资源，也是消纳新能源的有效载体，亟需将算力基础设施纳入能源互联网整体规划，通过源网荷储一体化调度，实现算力与电力的双向高效互动。

五 | 一个从算力侧出发，一个从能源侧切入，两位院士把同一道题目摆到了产业面前：当电力成为 AI 的约束力量，这笔账该怎么算。

六 |                              缺的不是算力，          是把电变成 Token 的效率          黄仁勋曾把 AI 产业形容成一块五层蛋糕：能源、芯片和系统、基础设施、模型、应用。AI Infra 就是中间那层，它不造卡，也不训模型，价值在于提升效率、降低成本，让算力真正被用起来。                   中科类脑董事长、CEO 刘海峰          作为一家AI Infra 服务商，中科类脑董事长、CEO 刘海峰的主题报告《Token 经济下算电协同最优路径探索》，给出的是产业端的一种回答。他在演讲中分享了"度电智能"的产业发展理念。他给出的判断相当直接：当前制约 AI 发展的核心瓶颈是能效而非算力，人脑效能约为 AI 芯片的 500 至 1000 倍。这个倍数摆在那里，意味着能效这条路上还有大量空间没被挖掘。                   在他看来，当前大规模集中式的 Token 工厂，正在成为一个跨域的复杂系统，需要与之匹配的操作系统来支撑算电一体化的运营。

七 |                    这正是"度电智能"要解决的事：让每一度电产出的有效 Token 变得可计算、可优化。

九 | 目前行业内多数Token工厂以算力侧模型加速为核心建设方向，发展路径更侧重算力维度的能力打磨。中科类脑则贯通“新能源基础设施—算力芯片—大模型—Token 生产”全产业链条，核心目标是实现高质量 Token 的普惠供给，推动 AI 在全球的广泛应用。         换句话说，它第一次从系统层面回答了“一度电能生产多少 Token”这个 AI 时代的核心命题，并为 Token 工厂构建起一套可复制、可推广的全域智能底座。                             Token 出海：把西部的电，          变成全球能买的算力                    平台把账算清了，下一个问题随之而来：算出来的 Token，怎么走出去？          论坛同期签约的“一带一路”Token出海战略联盟，给的正是这个答案。         这是国内首个以跨境 Token 服务、AI 算力出海为核心的多边产业协作组织。牵头的阵容不小：新疆数字经济联合会担任指导单位，中科类脑智算科技有限公司作为链主企业，联合北京生数科技、智象未来、上海国创驭算等国内头部大模型与 AI 基础设施企业共同组建，哈萨克斯坦、吉尔吉斯斯坦等中亚国家信息通信领域代表同步参与签约。         按照战略合作框架，这次确立了三大长期合作目标：一是推进跨境数字基础设施互联，以皖疆人工智能科技产业园为核心载体，打通国内“东数西算”算力网络与中亚低延迟算力通道；二是实现 AI 技术场景的本土化融通，输出能源、政务、工业垂类大模型，针对俄语、哈萨克语等中亚语种完成轻量化微调，落地智慧口岸、油气数字化、现代农业、智慧城市等本土场景；三是共建跨境 Token 产业生态，协同制定统一的算力计量、Token 服务计价多边标准，设立双向产业孵化基地与跨境人工智能联合实验室。         通道、场景、规则，三条线并进，本次联盟要搭的不是一次性的生意，而是一套能长出生态的框架。

十 |                              至于枢纽为什么选新疆，答案几乎写在地图上：它既是“一带一路”通往中亚、欧洲的门户，又是国家能源安全的核心战略基地，风光资源储量全国靠前。最短的出海路和最便宜的绿电，恰好在这里重叠。         而这套模式真正的巧劲，在于换了一种“送电”的方式。         传统上，西部的富余绿电如果要跨境，得靠物理电网硬送，损耗和边界都是问题。Token 出海则让电先在本地被算力“吃掉”，变成一串可计价、可结算的数字商品，再顺着“绿色电力→数据中心→AI算力→API接口→全球用户付费”这条链卖给全球用户。         电还留在西部，但它的价值已经越过国境，走向世界。

十一 |                              从共识到落地：          政产学研的同一张桌子                    圆桌论坛环节，来自国家实验室、运营商、高校与科技企业的嘉宾，围绕“新一代人工智能基础设施的技术突破与商业落地”坐到了一起。         一个绕不开的判断是：算电协同，已经不只是行业内部的技术共识。         2026 年，“算电协同”首次写入政府工作报告，“十五五”规划纲要进一步要求推动绿色电力与算力协同布局。它正从政策共识，加速迈向产业落地。         至于怎么落，嘉宾的看法趋于一致：一边发挥新型举国体制的优势，靠国家实验室这样的战略科技力量去啃关键核心技术；一边把应用场景交给市场主体去闯，让“技术突破—场景验证—产业迭代”形成一个能自己跑起来的循环。         这场论坛从头到尾，其实都绕着同一件事：AI 基础设施这笔账，到底该按什么单位来算。         从“度电智能”的理念，到算电一体化平台，再到 Token出海联盟，答案被一步步从想法做成了产品、连成了生态。         中科类脑能率先把这条路跑通，并不意外。它是类脑智能技术及应用国家工程实验室唯一成果转化单位，也是国家级专精特新“小巨人”企业，拥有7年电力行业、8年算力产业技术积累。算电协同这件事，恰好需要一个同时站在电力和算力两端的人。         而本次的“新一代人工智能基础设施·先进计算网络与算电协同论坛”，更是将政产学研各方拉到同一张桌子上。
